The Cartels’ Multifaceted Drug War Strategy to Destroy The USA

Abstract

The bosses of the drug Cartels are waging a real war against the United States. And as no reference has been made to this in the news, it seems no one is aware of their motivation for it, nor fully comprehends the strategy behind the actions the Cartels are using to defeat the USA in the so-called “Drug War.” While their motivation is easy to understand, the strategy is less apparent as it is very complex because it is a new kind of war. It is not “a war in name only” (against an intangible idea) and it is not a traditional war of armed conflict and heavy artillery (e.g., as in the world wars), but it is unquestionably a real war. Furthermore, the components of the Cartels’ complex war strategy need to be understood in order to see this new kind or war as a coherent whole. The complexity may be surprising, but needs to be revealed. Therefore, this article explains the Cartels’ motivation, and also reveals details of the multifaceted strategy that the drug Cartels have contrived in their efforts to destroy the USA. While many of the general facts are widely known, this article should be read in its entirety to comprehend the full picture; and the suggested solutions.

Introduction

The origin of the cartels’ motivation to destroy the USA

The motivation of the drug lords can be easily understood when one considers the nature of the individuals who conceived it, and how that motivation came into being. To understand this, consider a stereotypic “Mafia family” during the “prohibition era” in the USA. Prohibition of alcohol enacted by the US Congress (i.e., the Volstead Act, from 17 January 1920 to 5 December 1933) was a national law that banned the production, import, transport, and sale of alcoholic beverages with the objective of reducing crime, corruption, and various social problems that were believed to be the result of excessive alcohol consumption. This led to the illegal production of alcohol, which was soon monopolized by the so-called “Mafia,” which, in the USA, was a criminal organization that engaged in warlike violence among the Mafia “bosses” until one faction prevailed, and against anyone else who interfered with their illegal operations. The result was extreme fear among the average people whenever they were in the presence of a Mafia boss or member.

The violence, for which the Mafia was very famous, could also be extreme. That is, when any member of the Mafia was attacked and/or murdered by an enemy, or even by an average person, that attack created in the mob bosses of those days an intense emotional response, namely, revenge. And that revenge could take many forms, from murdering the specific person who was responsible for the attack, to an outright “war” upon an entire enemy (if the attack was a member from a competing faction), including the boss, plus all the members of his mob, and even the extermination of the enemy boss’s entire family.

The foregoing discussion should help to explain the motivation of the Cartels’ leaders, who, in today’s nomenclature, are often called “Mafia bosses.” Therefore, putting this in the context of the Cartel-versus-USA Drug War should make everything clear. Specifically, the USA has been covertly and overtly attacking the Cartels’ bosses, members, and drug facilities. Note that the Cartels’ drug facilities provide a large portion of the Cartels’ income, which parallels the way liquor provided “mob bosses” of the 1920s and 1930s with money during the prohibition years. And when anyone attacked or killed a member of a mob’s “family,” or destroyed his alcohol production facilities, those actions provided enough motivation to start a “mob war.” The similarity to the present-day Cartel case is that the USA, by attacking, jailing, or killing Cartel bosses and their members, and bombing their drug production facilities, not once, but numerous times, can be understood to have instilled in the Cartel bosses a vehement anger, and initiated a vendetta against not only the USA government, but against USA as a nation, including its citizens. Therein, the motivation can be found.

The cartels’ multifaceted drug war strategy

When the Cartels’ motivation is taken into consideration, it becomes apparent that the Cartel bosses have developed a strategy of revenge against the USA. To fully understand that strategy, one must realize that it is not merely a “one-for-one” policy of assassinating one or two US officials. Rather, it is a multipronged strategy that includes a variety of methods, which, together, are designed to destroy the United States as a country. Here is the list of ways:

Exploiting the lack of knowledge and naivety of the us congress

To understand how this works, it must be recognized that the most of democrats in the US Congress suffer from naivety and a lack of knowledge. Their naivety is in their refusal to believe a truth, specifically, the truth that there is a clear and present danger in the form of the overwhelming number of immigrants who are illegally (and often fraudulently) entering the USA. This is not a matter of racism, as the democrats want everyone to believe, but it is rather a matter of the many thousands of criminals who hide among the millions of ordinary people overrunning the border to improve their economic conditions. Thus, this is a two-fold problem, i.e., one problem is the absolute number of people that overwhelm the border officials, making it impossible to carefully screen them, and the other problem is the infiltration of criminals and terrorists who the Cartels smuggle into the USA with the express purpose of destroying the USA as a sovereign nation (that is discussed further below).

Regarding the number of people crossing the border, most seek a better life in the USA, but are entering illegally by lying to exploit a legal “loophole,” i.e., falsely claiming asylum from persecution. Hence, the vast majority of those applications are fraudulent, and thus illegal. As Goodlatte (R-VA) explained in a congressional House Hearing in 2014 on asylum fraud, 72% of asylum applications in 2012 were fraudulent [1]. And in 2019, the White House explained that the number increased to 90%t when the migrants learned from the news media that they would be allowed into the USA by stating that they are seeking asylum. Yet, as clearly explained by Jenna Ellis [2], a constitutional law attorney, in an article in The Washington Examiner, “falsely claiming asylum is a crime.”

The naivety of the democrat members of the US Congress is also reflected in their willingness to believe their democratic leaders who tell them that the republicans are “racist” for wanting to prevent Hispanics from entering the USA. That narrative falsely paints the republicans as racists, while at the same time plays upon the naivety of other democrats who are unaware of the truth about how thousands of criminals (of many races because there are terrorists coming into the USA from many regions of the world) are being smuggled into the USA for the explicit purpose of doing long-lasting harm to the USA as a country, as well as to its citizens. And, importantly, reports [3] about terrorists entering the USA via the southwest border reveal that they do exist and that many have been apprehended. The exact number is not known because those data are not made public, but some examples are occasionally leaked [4].

The lack of knowledge among the democrat members of the US Congress is in the fact that they seem to be totally unaware of the overall picture, i.e., that the drug Cartels have a larger and very complex strategy to destroy the USA, and that their covert smuggling of terrorists into the USA via the weak southern US border (and legal loopholes allowing entry) is decidedly a major part of the Cartels’ war strategy. As a blatant example of the democrats’ limited knowledge, consider the words of the democratic congresswoman in the US House of Representative for New York’s 14th congressional district. She accused republicans of being racist and of running “concentration camps” at the border by holding immigrants in detention centers that she claimed to be the equivalent of the concentration camps in WW2 [5], where Jews and other minorities designated by the Nazis were worked to death or summarily executed. That comparison reflects that congresswoman’s real naivety and her lack of historical knowledge, e.g., the immigrants are not citizens (which the Jews were) and entered the country illegally (while Jews were natives); and the Jews were treated harshly for many years, while the immigrants are treated extremely well by being given free health care, food, clothing, legal advice, and are released after only a short time in the centers.

The false narrative of that democratic congresswoman is even more outrageous because she blames republicans for the situation at the border (now in endemic proportions), when it is the democrats who are unequivocally responsible for creating that situation. The democrats hold a majority in the House of Representatives, with enough votes there to change the current laws. That is, the democrats could immediately stop the endless caravans of illegal immigrants by amending the defective laws, but they refuse to do so. Thus, the democrats falsely accuse the republicans of treating immigrants inhumanely (which they are not doing), while the democrats make laws that attract illegal immigrants, thereby perpetuating the problems and refusing to make laws to solve the problem. It should also be pointed out that republicans in both congressional chambers would support legal changes because they already introduced such laws, but the democrats have refused to consider them.

Moreover, in January 2021 when the democrats took over the White House and the House of Representatives, they reversed all restrictions on illegal immigration that the previous republican administration had enacted. For example, the democrats imposed new regulations that allow virtually all immigrants to enter with almost no restrictions and freely go anywhere in the USA without identification, and the democrats also abrogated international agreements that had previously reduced the quantity of illegal immigrants.

How do the Cartels take advantage of the US Congress? As asserted by Robert Perez [6] of the US Customs and Border Patrol in a Fox News interview, “criminal organizations are exploiting the loopholes in the US laws and of vulnerable populations” by sending many hundreds of thousands of people from Central America into the US. Thus, the Cartels, by this act, are harassing the US government while at the same time making many millions of dollars for themselves by charging high fees to those people who are seeking a better life in the USA. The fee, estimated by The New York Times to be between US$6,000 and US$9,500 per person, with the cost continuing to rise [7], and money coming from those migrants, or their relatives. Thus, with more than 100,000 people crossing the border each month, the drug Cartels are making tens of millions of dollars every month. And that is just from the money paid to the Cartels by people crossing the border.

Specifically, the exploitation of the US Congress works as follows. According to the US laws, most Central American people who cross the border either legally or illegally are allowed to stay in the USA for different periods of time, usually for many years. Some sources estimated that there are between 10 and 12 million such people, mostly Hispanics from Central America, presently residing in the USA [8]. The democrat members of the US Congress expect that Hispanic people will vote for democrats in the US elections because the democrats have more liberal ideas, particularly for open borders (so the immigrants’ relatives could come to join them in the USA), and providing free social benefits that make life easier for the immigrants. In fact, some democrats who ran for the office of US President in 2020 pledged to offer all the immigrants free health care, free housing, free education, etc. Despite the fact that there is not enough government money to cover those expenses, the immigrants believe those promises because they think the USA is a very rich country.

Regarding how to fund the millions of illegal immigrants, as of 30 September 2020, the US General Accounting Office recorded that the total US federal debt was $26.94 trillion [9]. For this deficit to be paid, every working person would be taxed $172,945 from their earned income (i.e., 155.76 million working people would be taxed) to clear that deficit. Furthermore, it costs US taxpayers an additional $116 billion per year to cover the cost of illegal immigration [10], and that is continually increasing with the daily increase in the number of people crossing illegally into the country. Thus, there would be an inordinate increase in additional taxes for all US taxpayers.

And it should be further noted that, ever since the Democrat Party took over the White House in January 2021, the daily number of illegal immigrants has increased tremendously because of their new laissez faire policy, i.e., not allowing the US Border Patrol or other policing officials from stopping the entry of illegal immigrants. To be clear, the democrats have openly stated that they will increase taxes to cover paying for all illegal immigrants. Regarding the drug Cartels’ “strategic war objectives,” these facts reveal that the US Congress is helping the drug Cartels in their strategy to harm US citizens because the Cartels help the immigrants to illegally cross the border. That increases taxes, which prevents citizens from spending on things to improve their lives, thus financially harming the citizens. This might not be apparent because the US economy was better in the last two years of the previous (2016-2020) presidential administration. But, as the democrats took control of the White House, and control the House of Representatives, and the Senate (which is a 50-50 stalemate that can be broken by the democrat who holds the vice president’s seat), the economy will collapse because of the extraordinary increase in taxes that the democrats began in 2021.

Thus, the democrats in Congress want as many illegal immigrants as possible to come into the USA in order to create a majority of democrats throughout the country in all voting districts by increasing the number of votes the democrats would get in every election. Thereby, the democrats would always control the US House of Representatives, the US Senate, and always elect a democrat as President. Then both houses of Congress would create more liberal laws designed to keep the borders open to allow more immigrants into the country; and the democrat president would, of course, approve those laws.

The fact that opening the border to potential democratic voters could be the only reason for the congressional democrats to ignore the ongoing and ever-increasing problem of illegal crossings at the US southern border. The evidence of problems is incontrovertible, namely, there are deadly drugs coming in; with enough fentanyl to kill every human being in the country, and more coming in every day [11]. There are also sexual assaults against many of the women who travel to the US border, and there is human trafficking of women and children into the USA as prostitutes and sex slaves. In terms of strategy, the Cartels know how easy it is for an average person to enter the USA, and that they can readily obtain many millions of dollars through this activity. Consequently, the Cartels have made human-trafficking a major part of their anti-US strategy. They charge a fee to men and women in Central America to bring them into the USA. And once inside the country, some women make money for the Cartels as prostitutes [12].

Despite all the terrible things happening to the people coming in, and to US citizens (see Part 4, below), the democrat-controlled Congress does not consider fixing the laws that are causing these problems. They are doing everything in their power to keep the southwest US border open and make every effort to prevent closure of that border, even for short periods of time. They said they “will not provide one penny” to fund building a border wall, and they are opposed to changing any laws that might reduce the number of illegal immigrants that come into the country [13]. The democrats would vote for millions of more dollars to add cameras and sensors to the border, which only show more immigrants coming into the country illegally. But the democrats do not want border structures that prevent immigrants from entering the country illegally. Additionally, with many thousands of people illegally entering the USA every month, the democrats feel very secure in keeping their own government jobs because they expect the illegal immigrants to vote for them and thus receive a majority of democrat votes in all future elections.

The naivety of the democrat Congress plays perfectly into the hands of the drug Cartels because the liberal policies of open borders require the US to spend taxpayer dollars to support the millions of illegal immigrants. The long-term intention of the drug Cartels’ strategy of exploiting the democrats’ naivety is to deplete the US treasury, which would bankrupt the USA. And that, in turn, would lead to a national economic depression characterized by insufficient funds to run the country, and make it impossible to rebuild its deteriorating infrastructure, and deny safety and social security for taxpaying citizens. Thus, in the long term, this part of the drug Cartels’ multifaceted strategy is to hurt “rich Americans” while also economically and socially defeating the USA as a sovereign country.

Other related components of the Cartels’ war strategy, such as sending many thousands of criminals, terrorists, vicious gang members, and a virtually unlimited supply of deadly drugs into the USA, are detailed in Part (4), below.

Exploiting the lack of knowledge among the sanctuary politicians

The drug Cartels, in conducting their war against the USA and its citizens, exploit the politicians of the US cities and states the same way as they exploit the lack of knowledge and naivety of the US members of Congress. For clarification, the World Population Review [14] has defined sanctuary cities and states as those “that limit cooperation with federal immigration enforcement agents as much as possible to protect illegal immigrants that have come to the country to make a living.” And there are several US states and hundreds of US cities that have been designated by their mayors or governors as sanctuary locations.

It is easy to understand the Cartels’ rationale for exploiting the sanctuary politicians who want more votes when running for reelection. According to the Center for Immigration Studies, as of March 2021, there are 11 sanctuary states, namely, California, Colorado, Connecticut, Illinois, Massachusetts, New Jersey, New Mexico, New York, Oregon, Vermont, Washington. And, in addition, there are numerous sanctuary cities and counties in other states [15].

The most blatant example of how the sanctuary politicians fit precisely into the Cartels’ war strategy can be found in California, especially San Francisco, where the mayor announced that he wants to give illegal immigrants, who are non-citizens, the right to vote. This is a critical concern because giving non-citizens the right to vote amounts to the governor interfering with US elections. Also, democrats giving non-citizens the right to vote is the height of hypocrisy because the democrats had complained that the republican President colluded with Russia to interfere with the 2016 US election, while, in fact, the democrats actually devised a plot that used a Russian connection [16]. Overtly, the democrat mayors and governors claim they are being “humanitarian” by allowing illegal immigrants to live in their cities; but covertly, the objective is to increase the number of votes for the democrat politicians; which helps the Cartels infiltrate through the US border to achieve their war objectives.

There is a remarkable irony in the policy of allowing illegal immigrants to live in sanctuary cities. That is, the cities plan to offer homes to the illegal immigrants even though those cities have thousands of homeless US citizens living there already. The cities of Los Angeles and San Francisco are two examples. In January 2019, San Francisco reported more than 8,000 homeless people sleeping on the city’s streets [17]. Yet, the mayor is welcoming more illegal immigrants to live there. In Los Angeles, a famous Hollywood singer tweeted (15 April 2019): “I Understand Helping struggling Immigrants, but my city (Los Angeles) isn’t taking care of its own. What about the 50,000+ Citizens who live on the streets, who live below poverty line & hungry? If my state can’t take care of its own (many are Vets) how can it take care of more?” [18]. The answer is that the only way to take care of all their homeless people would be to increase taxes on the local citizens. But that also plays into the Cartel bosses’ overall war strategy to destroy the safety and security of the “rich Americans,” whom they hate.

Returning to the voting problem, giving non-citizens the right to vote in US elections helps the drug Cartels’ long-term strategy to destroy the USA. The politicians do not see the Cartels’ anti-US strategies because they are focused on their immediate concerns, i.e., how to be re-elected. That is, giving non-citizens the right to vote helps the drug Cartels’ because the Cartels want more democrat politicians, who would keep the US borders wide open.

As noted above, the leftist democrats complained that Trump “colluded” with the Russians to interfere with the 2016 US elections, but, actually, the mayors of sanctuary cities and other leftists are delusional. At least one mayor wants illegal immigrants to be able to vote in US elections, which would allow anyone, including Russians (if the Russians wish to do so) to influence US elections. Numerically, if the millions of illegal immigrants in the USA are allowed to vote, they could easily alter the outcomes of many elections because many voting districts have been won by a few thousand votes. That is, if there are many thousands of illegal immigrants voting for democrats in those districts, then the democrats will be able to take hold of, and keep, the House of Representatives and Senate, and (by outnumbering republicans in the presidential elections) democrats would amass more votes in the Electoral College and thereby the democrats would win all future presidential elections as well.

As a further outrage, sanctuary city politicians are acting illegally when they break US federal law by warning illegal immigrants who have been convicted of crimes that federal officers are coming to arrest them (an act that may be considered treasonous). They release criminals into the local communities, which threatens the safety and lives of the local citizens. There is an increasing number of cases in which released criminals commit additional crimes against US citizens, including murder, after the criminals have been released despite the fact that they are wanted for violating federal laws [19].

Thus, the democrats’ obsession with keeping the US southern border open is the equivalent of aiding and abetting the drug Cartels in their war strategy to defeat and destroy the United States. That is, the open borders allow the Cartels to make enormous profits from charging fees to the millions of immigrants to get them into the USA, allows the Cartels to bring more deadly drugs and weapons (that kill many US citizens) to be sold in the USA, and allows the them to bring more prostitutes in, which also makes millions of dollars for the Cartels. The open borders allow criminal gangs into the USA to live in any city they wish, where they attack, rape, maim, mutilate, and kill innocent US citizens, including young girls. Hence, allowing non-citizens to vote in US elections should be considered treasonous because it is complicity in helping the drug Cartels in their war against the USA.

Exploiting the absence of an effective physical border wall

The lack of a prohibitive physical barrier between Mexico and the USA allows illegal crossings of people and the smuggling of prohibited objects, particularly weapons and drugs. Thus, the drug Cartels easily smuggle drugs into the USA. Today, synthetically produced drugs, such as methamphetamines and synthetic opioids, which can be made relatively easily in huge quantities and are very addictive and very deadly, have gained favor in the USA. Making those drugs brings the Cartels billions of dollars every year, but at the cost of thousands of lives of US citizens. And the Cartels now bring in a powerful synthetic drug, fentanyl, 2 milligrams (2,000 micrograms) of which is fatal for human beings [20]. Dan Grossman [21] reported that, in the USA between October 2019 and October 2020 there were 74,000 overdose deaths from fentanyl. The smuggling of weapons and illegal drugs are some of the reasons for the plan proposed by the republicans to build a strong physical barrier. But (as explained below), there are other Cartel strategies, including the human trafficking of children and prostitutes, which make the weak border a major component of the plan to defeat the USA as a country.

The way this works can be seen when the leaders of the democrat-run US Congress insist on keeping the US southern border wide open. There are two principal reasons, and possibly a third additional reason, that the democrats want to keep the border open. One is to increase the number of Hispanics in the USA in order to increase the democrats’ chances of controlling the US government based on the assumption that most Hispanics vote for democrats. This is confirmed by the fact that 16 US States and the District of Columbia give “unauthorized” (i.e., illegal) immigrants drivers’ licenses [22]. And in most states, a driver’s license is all that is needed to vote [23].

The second reason democrats want to keep the border open is because they see an open border as a “win” for the democrats in a political-power game, i.e., a defeat for the republican President who promised to “build a wall” for the safety and security of the country. Pundits call that a “political matter.” But even though it is political, it nonetheless directly benefits the Cartel bosses in their war against the USA because every day of delay in completing building the wall allows thousands of more people into the USA. But not only Hispanics are crossing the border. The weak border also allows hundreds of terrorists into the USA. It was reported in the New York Post [24] that members of the terrorist organization called ISIS have been secretly entering the USA with plans to commit terrorist acts in the USA “that would ‘cripple’ the US economy.”

And the democrats were deceitful when they gave a billion dollars to buy more cameras and sensing equipment while saying they “will not provide one penny” to build the wall. It is deceitful because they know that cameras do not stop people crossing the border, i.e., there are hundreds of cameras there that do not stop the crossings. Thus, by saying they are giving money, they want to sound as if they are solving the problem, but the cameras and sensors do not prevent illegal immigration, which is a great financial burden on the US taxpayers.

A possible third reason for the democrats’ desire to keep the border open could also exist, although this has never been mentioned before. This third reason could be related to the fact that an open border allows all types of drugs to be brought into the USA much more easily than if the border were securely defended by a strong physical barrier. That is, if there are members of congress who use illegal (e.g., recreational) drugs, then they would certainly want to ensure that their drug supplies will continue to be available.

All the democrats’ reasons are childishly naive, narrowminded, and short-sighted. And those reasons play directly into the hands of the drug Cartel bosses. Thus, the drug Cartel bosses must be laughing at the democrats who continually refuse to provide funds to build a solid physical structure. At the same time, they must be ridiculing the political bickering and the lame excuses of the leading democrats in the House of Representatives.

Thus, the US southern border is a border “in name only,” i.e., it does not actually prevent people from illegally entering the USA. The Cambridge English Dictionary defines a “border” as “the line that divides one country from another,” where “divide” means to keep countries and their respective citizens apart. But the southern US border is not performing that function. The USA used to be called a “paper tiger,” like those in Chinese festivals that look powerful but are actually harmless, the Cartels see the USA southern border as a “paper border” because it does not effectively stop people of other countries, including terrorists who intend to harm the USA and its citizens, from coming into the country. President Trump knew this had to be fixed, and started fixing it by building a strong physical barrier, but the democrats delayed funding, such that there remained “gaps” in the wall. Nonetheless, there is a way to finish building the wall, which is explained in the “Solutions” section of this article.

Depopulating the citizenry of the USA

Another Cartel war strategy to defeat the USA is to depopulate the citizenry by smuggling poisonous drugs into the country. Depopulation of the citizens gives the Cartels two advantages. One is that the Cartels can see US citizens being killed, which punishes the USA as a nation (historically, citizens of enemy nations were seen as legitimate targets). The second advantage is that removing US citizens from the country reduces the number of people who might vote, including republicans who want to close the southern US border. At the same time, the Cartels continue supporting democrats, who want more illegal immigrants that are likely to vote for the naïve democrats who wish to keep the border open. All this helps to empower the Cartels as they smuggle more murderous criminals into the USA.

Drugs are a major part of the Cartels’ strategy, the deadliest being heroine and fentanyl. The plan is to decrease the number of US citizens and replace them with illegal immigrants. For example, adding fentanyl to heroin even in very small doses can easily kill a person who takes the drug. According to Ingraham [25], “Drug overdose deaths surpassed 72,000 in 2017, according to provisional estimates recently released by the Centers for Disease Control and Prevention over the estimate for the previous 12-month period. That staggering sum works out to about 200 drug overdose deaths every single day, or one every eight minutes.” According to the CBP [26], 303,916 illegal immigrants entered the country in 2017. Thus, the number of immigrants who illegally entered the USA in 2017 was more than four times the 72,000 citizens who died of overdoses using Cartel drugs. Thus, by helping millions of people to illegally enter the USA while sending deadly drugs that kill tens of thousands of US citizens every year, one of the Cartels’ strategies to destroy the United States is by depopulating the country of its citizens.

While it may be argued that the US citizens who are overdosing on drugs are doing so because they want to take the drugs, which might make them be considered as causing their own deaths, one must ask how they have access to the deadly drugs. The answer to that question has always been known, i.e., the Cartels have a very large network of drug dealers in the USA. And more recently, with the addition of gang members, the number of drug dealers in the USA has increased because the gang members are involved in drug trafficking (as well as in human trafficking and other crimes, see below).

Using Criminals to destabilize the social fabric of US society

Destabilizing US society occurs by smuggling criminals in. Criminal gangs, particularly MS-13 (Mara Salvatrucha), as explained by Chris Swecker (former head of FBI’s criminal investigative division), are “soldiers for the Sinaloa Cartel” who illegally enter the USA and distribute themselves in communities all over the USA [27]. The MS-13 gang stems from El Salvador, but includes Hondurans, Guatemalans, and other Central and South Americans. The US Federal Bureau of Investigation [28] reported that MS-13 operates in 42 states and had 10,000 members nationwide. And Jessica Vaughan, Director of Policy Studies of the Center for Immigration Studies, said that number has been increasing because MS-13 also recruits members from the everincreasing number of illegal immigrants already in the USA [29].

How does that destabilize US society? The answer is extremely clear from the types of crimes MS-13 gang members commit. That is, they are famous for being exceedingly violent in all their crimes, especially in their brutal and savage mutilations and murders of innocent civilians. But they are also vicious and cruel in other crimes, which include, but are not limited to, rape, prostitution, kidnapping, human trafficking, extortion, human mutilation, battery, robbery, home invasions, drug distribution, and arms trafficking.

By harassing and murdering innocent civilians in communities once thought safe from crime, MS-13 gang members make the places in which they reside very unsafe, raising fear among local citizens, which is destabilizing the US social fabric. The presence of the MS-13 gangs in the USA is not merely the fact of having criminals in the country, but it is much more sinister. It is a matter of having terrorists residing in the USA. They are one component of the Cartels’ drug war strategy, just as saboteurs in World War 2 were sent to enemy countries. In those days, when nations declared war on each other, saboteurs were arrested and executed as foreign spies. Today, in the Cartels’ hidden war, when MS-13 members are caught in the USA, they are arrested, temporarily placed in prison, and deported to the countries from which they came. They are not executed because the USA and those countries have not declared war on each other. Thus, when the gang members are deported, they can repeat what they previously did, i.e., rejoin their gangs in their home country, illegally enter the USA again, and continue their terrorist activities that are designed to destabilize US society.

There are also other illegal immigrants coming into the USA via the southern border who have definite anti-American objectives. An independent news organization, Daily Mail [30], reported that an ISIS (Islamic State in Iraq and Syria) fighter who was taken prisoner in Syria confessed that ISIS has been smuggling terrorists into the USA by hiding them among the thousands of Central American migrants. The prisoner said that they infiltrate into the USA “to attack its financial system” and make “financial attacks to cripple the [US] economy.” And this also plays into the Cartels’ strategy to destabilize the US society.

Exploiting the limitations imposed on the US military

What is stopping the extremely powerful US military from taking decisive action to defeat the drug Cartels in the “Drug War”? There are several reasons. First, recall that this is not a traditional war that uses offensive and defensive methods. It is not a usual territorial war, and thus the US military is handicapped because both its offensive and defensive actions are limited. Here is the analysis of those two factors.

The US is limited in taking direct offensive military action against the cartels

If the war conducted by the drug Cartels against the USA were a territorial war, the military would certainly take action against them. In a traditional war, the enemy is based in some specific, designated, geographical location that would make attacking them relatively easy. But that is not the case in the drug Cartels’ non-traditional war.

The drug Cartels’ physical components are scattered over several countries, rather than being located in one country. And the countries in which thy exist are not at war with the USA. Thus, the USA would need permission from each country to send in the US military to attack the Cartels’ bosses and their followers and bomb the suspected locations of the drug producing facilities. But the Cartel leaders’ locations are not readily identifiable because they can easily move anywhere within those countries, as well as to other countries.

Also, the followers of the Cartel leaders are not army personnel, even though they carry weapons (handguns, rifles, and machineguns), which they can easily hide. In other words, the Cartels’ “army” is not a uniformed, standing army that could be found by military surveillance. Likewise, the people who produce the drugs include ordinary villagers working for the Cartels (willingly or unwillingly) at low wages. Or they might be working as slave labor, which should not be targeted for annihilation by a military force.

Similarly, the drug-making facilities exist in many countries, but the vast majority comes from Columbia, Bolivia, and Peru in South America, with a total combined land area of 1.36 million square miles (3.52 million square km). And the Amazon Rainforest, where cocaine grows best, covers many countries, mainly Brazil, plus Ecuador and Venezuela, covering 2.3 million square miles (nearly 6 million square km). And the factories are scattered over those countries in cities, small towns, suburbs, houses, garages, farms, and jungles. Jungles are very good hiding places because of the natural surface camouflage; and cocaine production factories can be placed underground, making them difficult to detect by military surveillance. Thus, that area would take years of surveillance, and longer to assault militarily; and the factories can be relocated within days.

Hence, there are many locations where the drugs are being continuously mass-produced, as evidenced by the huge quantities of drugs that are being continuously smuggled into the USA. As one example, in 2019, it was reported that the US Customs and Border Patrol (CBP) seized a large cargo ship in the USA (at the port in Philadelphia) that contained no less than 20 tons of cocaine [31].

Limits on the US engaging in defensive military action against the cartels

The US military also has severe limits on what it can do defensively. There are two reasons for this. One is that, under the US Constitution, war cannot be declared without approval of the US Congress, i.e., the President, who is the Commander in Chief of the Armed Forces, can declare war only if Congress approves. But, as seen in an earlier section of this article, the democrat-led US Congress is determined to keep the US borders open to allow illegal immigrants into the country. Therefore, the US Congress will not allow war to be declared against the drug Cartels because that would require the border to be closed.

The other limit on the US military is a law called the “Posse Comitatus Act,” which prohibits use of the militia within US borders. There are, however, exceptions to that limitation [32], although few people are aware of them; and the general public would likely fear having military forces being actively deployed within the country. Therefore, most US presidents have not used US military forces at the US southern border.

The exemptions that allow using the military within the United States are mentioned in the “Solutions” section of this paper. However, as most people think that law is absolute, the Cartels exploit that misconception. As revealed in a recent (2020) example, when US troops were sent to the border, they were trained in federal laws and Department of Defense policies on the Standing Rules for the Use of Force ([33], i.e., they could not carry weapons, and could provide help for non-militant purposes to assist the Customs and Border Patrol (CPB) with functional tasks that free those officers to perform their usual assignment of checking people seeking to come in, legally or illegally. The soldiers could also assist with border surveillance, and to lay secondary wires on the US side of the border. While those actions reduced the immigrants’ progress inside the border, it did not prevent them from entering the country.

It should be emphasized, for that case, that the US soldiers were ordered to not carry or use their weapons. That clearly emphasizes the Cartels’ belief that the US army could not take any military action against the Cartels’ various strategies that are designed to punish and harass US citizens (physically and financially), to humiliate the US as a country, and, ultimately, to destroy the United States as a sovereign nation.

Suggested Solutions to Counter the Cartels’ Drug War Strategy

Although the drug Cartels have a complex, multi-faceted war strategy to try to destroy the USA, there are, nonetheless, multifaceted actions that the USA can take to severely counter, handicap, and defeat the Cartels’ strategy. The actions are listed below.

Ensure the re-election of president trump

The most critical action that must be taken to defeat the Cartels is to re-elect President Trump. This article was written in early 2021, after a different administration took over the White House; and, as described in the above analysis, that administration is aiding and abetting the Cartels’ war strategy. But this suggestion regarding the need for a strong, knowledgeable, and determined president remains valid because, despite opposition from democrats in the US Congress, President Trump made great progress in countering most of the Cartels’ strategies. For this reason, the most important action that can be taken to weaken the drug Cartels is to ensure President Trump is re-instated as the US President.

Ensure the republicans have a majority in the senate

Fortunately, most republican members of the US Senate supported President Trump. In the 2020 election, the number of republican and democrat Senators became equal, which allows the democrat who holds the seat of vice president to cast a vote to break a tie (although, by law, he or she is not required to cast such a vote, which would leave the Senate tied, and unresolved).

But when republicans are in the majority in the Senate, policies that are designed to weaken the Cartels will be supported by the Senate. Therefore, in addition to ensuring the re-election of President Trump, it is also essential to elect a majority of republicans in the Senate who are aware of the seriousness of the Cartels’ drug war strategy to destroy the USA.

Convince house democrats to fix the laws; or elect republicans to replace them

To counter the House democrats’ liberal policies, the most effective way to convince them to fix the legal loopholes that cause the problems would be to reveal to them how the failure to make legal corrections plays directly into the hands of the drug Cartels’ plan to destroy the USA. This must be clearly revealed to the House democrats, stressing that the burden of responsibility for this is on the shoulders of the House democrats.

If the effort to convince the House democrats that their refusal to fix the legal loopholes actually “aids and abets” the enemy Cartels in their war against the USA does not get them to fix the laws, the only remaining option is to replace them in the House. That can be done by elections. This article is not an appropriate venue for explaining how an election campaign should be run to replace the democrats, but the democrats’ failure to fix the laws will require that they be replaced by republicans in the House of Representatives.

In other words, it is essential that a republican majority be voted into the Congress. That is, whereas the Congress is the only government body preventing a solution to the problems, then as many democrats as possible must be replaced in order for a republican-led Congress to enact the laws necessary to counter the Cartels’ war strategy to destroy the United States. In the coming 2022 election campaign, all voters need to be informed of certain facts; but as there are too many facts to list in this article, only one example is given: As Senator Lindsay Graham (R-SC) has stated, “People have been captured from 60 countries including Syria and Iran, and all over the Mid-East. It is so easy for terrorists to go to Central America and get into the flow [of incoming immigrants] and come here and kill a bunch of us” [34].

Make sure only US citizens vote in the federal elections

The US Public Law Code 611 [35] on voting by aliens says, “It shall be unlawful for any alien to vote in any election held solely or in part for the purpose of electing a candidate for the office of President, Vice President, Presidential elector, Member of the Senate, Member of the House of Representatives, Delegate from the District of Columbia, or Resident Commissioner.” Therefore, everyone who intends to vote in the US federal elections should be required to prove that they are US citizens, for example, by showing a birth certificate to prove they were born in the USA, or a US Passport. Enforcing this requirement would prevent illegal voting or interference in US elections. By not enforcing this requirement, any foreign power would be able to send their people into the country to vote for whomever they want to be the leader of the USA.

Finish building the border wall!

During his tenure (2017-2020), President Trump built most of the new wall, but there was not enough time to complete the entire wall before his end of term, leaving several “gaps.” As of January 2021, the new administration used an “executive order” to forbid completing the wall. But there are legal ways to complete the wall without asking for money or approval from Congress! Existing US law (i.e., Internal Revenue Code Title 26, Section 170) makes it possible to put this into effect immediately, i.e., it allows the wall to be publicly funded via “charitable contributions” made to government offices, including state governments (e.g., the border states of Texas and Arizona). As explained by Thomson Reuters [36]: “According to the IRS, donations to the following entities are tax-deductible, so long as they do not benefit any specific individual: Churches, synagogues, temples, mosques, and other religious organizations; Federal, state, and local governments, if your contribution is solely for public purpose.” Thus, donating to build the wall is legal because the wall is for the “public benefit,” to make the USA a safer and more secure place in which to live.

To facilitate this, potential contributors could be informed that their contributions are tax deductible, that they can be made at any time during the tax year, and that they could be made specifically to an appropriate government office of one of the border states for the specific purpose of filling the “gaps” in the national security border wall at the southern US border. This plan would solve the problem of the refusal by the democrat-led Congress to fund the wall because there are likely many individuals, organizations, and wealthy donors who would be willing to make such contributions.

Apply martial law as an exemption to the posse comitatus act

There is controversy over the Posse Comitatus Act as to whether it can be used by a President. It was originally written to end the use of federal troops to police elections in former Confederate states, and, thus, many people think the Act completely forbids the use of armed forces inside the USA. But the Act recognizes important exemptions to ensure that the country is protected in cases where the local police force and/or courts are unable to handle situations that threaten the peace and security of the country. “It should be noted that the Posse Comitatus Act greatly limits, but does not eliminate the power of the President of the United States to declare ‘martial law,’ the assumption of all civilian police powers by the military. The president, under his or her constitutional powers to put down insurrection, rebellion, or invasion, may declare martial law when local law enforcement and court systems have ceased to function” [37].

Many observers have declared that there is a real crisis at the United Sates’ southern border because the policing officers are overwhelmed, and there are not enough judges to handle the hundreds of thousands of cases immigration. More importantly, Cartel “soldiers,” thousands of terrorists, including MS-13, are invading the USA to kill US citizens and sabotage US communications and structures. Compare when Nazi Germany sent saboteurs to the USA in 1942, “The saboteurs had enough explosives for two years of mayhem, with immediate plans to blow up a critical railway bridge, disrupt New York’s water supply and spread terror” [38].

There is one additional, critical, and extremely important exemption that, to date, has not been openly stated; and that is when the person who is designated as the United States Commander in Chief of the Armed Forces commits an act of treason. That is, consider Article III, Section 3, Clause 1 of the US Constitution: “Treason against the United States, shall consist only in levying War against them, or in adhering to their Enemies, giving them Aid and Comfort. No Person shall be convicted of Treason unless on the testimony of two Witnesses to the same overt Act, or on Confession in open Court” [39].

Therefore, if the Joint Chiefs of Staff (namely, the topmost leaders of the several branches of the US Armed Forces) are convinced that their Commander had committed treason, they would be required to take action. Whereas this is a military matter, the case would not go to the Supreme Court (which, historically, has heard only a few cases of treason performed by people who were not in the military). Instead, the US military would arrest their Commander (and any associates who aided him) and conduct a military trial.

Thus, if the Commander (having presidential authority) signed an “executive order” that opens a US border to any persons, including spies, terrorists, and saboteurs who easily hide among thousands of economic migrants, and forbids arrest of those persons, thus resulting in thousands of such persons overwhelming the border and thereby making it impossible to identify or exclude such persons, that act may be regarded as an act of treason because it aids and comforts the enemy, i.e., the Cartels’ drug war “soldiers.” That is especially true when dozens of other government officials have warned that there are such enemies entering as a consequence of the executive order, and the Commander willfully ignores those warnings and warnings from hundreds of border patrol officers bore witness to the consequences of the overt act such an executive order.

Regarding “confession,” the few past cases of treason indicated that “confession” could be public (that is, does not need to be restricted to occurring in “open court”). It happens that there is a clear confession in a video, in which the contender for president, who became the Commander in Chief said “We have put together, I think, the most extensive and inclusive voter fraud organization in the history of American politics” (see: Fordham 2020). Voter fraud includes interference with the process of an election by increasing the vote share of a favored candidate, or depressing the vote share of rival candidates, or both. Although the media argued that the person meant to say “protection” instead of “fraud,” given his well-known cognitive difficulties, which resembles advanced Alzheimer’s, it would be more likely that he unconsciously let the truth slip out. But there is increasing evidence (at the time of this writing) that election vote audits occurring in numerous “swing states” are revealing that there was what appears to be very widespread election fraud. And committing election fraud is a federal offense (Larsen 2016).

Consequently, the United States military could have jurisdiction over their Commander in Chief (who also happens to hold the presidency) when that person gives an executive order that allows enemies of the USA, e.g., in the form of Cartel soldiers, spies, saboteurs, and terrorists, to be smuggled into the USA. Therefore, it is an “invasion” so the US military could be mobilized!

This article was written to provide a clear and complete picture of the diverse pieces of the complex puzzle that is the immigration crisis at the US southern border, which has been dividing the politicians and the people of the United States. And from that division, many problems have evolved that are detrimental to the USA as a sovereign nation. Importantly, it was revealed that there is an external force that is intentionally causing those problems. Specifically, the drug Cartels have both the motivation and a multi-pronged strategy that is designed to disrupt and destroy the normal functioning of the USA and its society. The Cartel bosses know that the different political parties of the USA constantly argue with each other. The Cartels take advantage of the fact that each party blames the other for the problems, which prevents them from seeing that those problems are actually a part of the Cartels’ multi-faceted war that is designed to destroy the United States.

The Cartels’ war strategy also takes advantage of Abraham Lincoln’s famous statement that “A house divided against itself, cannot stand” (Ceremonial Speeches 2017). As Lincoln mobilized the military within the United States to prevent that nation from being “dissolved,” mobilizing the US military against the influx of saboteurs who intend to destroy the USA is necessary today to save the US as a sovereign nation. This article reveals that the problem can be solved in two ways. One is by demonstrating that there is a clear and present danger in the form of an external force that is intent on destroying the USA. And the other is by convincing both the republican and democrat political parties that they must focus on that fact, and, thus, must end the political in-fighting that is blinding the politicians and their followers to the fact that the Cartels’ drug war strategy to destroy the USA is succeeding. It is hoped that this article, which delineates the ways that strategy is being carried out will encourage all US politicians to unite, so that the USA will ultimately win this unusual war.
